Punjab RERA Project Registration 2026: Fees, Documents and Process

Last updated: 20 September 2026

Punjab RERA project registration is mandatory before a builder or promoter can advertise, book or sell any plot, apartment or building in a qualifying project in Punjab. The fee is charged per square metre of the total project land, from ₹2 to ₹20 per square metre depending on the zone and the type of project. The highest rates apply in Mohali (SAS Nagar), New Chandigarh, Zirakpur and Ludhiana.

This guide sets out the current fee table, worked examples, the documents RERA Punjab needs, the timeline and what happens if you skip it. The fees are taken from the Punjab rules as last substituted in 2022. Several popular websites still show the older per-square-yard rates from 2020.

Which projects need Punjab RERA project registration?

Section 3 of the Real Estate (Regulation and Development) Act, 2016 requires registration for any real estate project before it is advertised, marketed, booked or sold. The main exemptions are projects where the land does not exceed 500 square metres, or where the apartments do not exceed eight across all phases.

Ongoing projects are covered too. RERA Punjab’s services page states that ongoing projects where not all buildings in the sanctioned plan have an occupation or completion certificate must also register that phase.

The word to notice is advertise. The obligation starts before the first sale, at the first ad. A pre-launch campaign for an unregistered project is itself a breach, and it is the most common way builders get into trouble.

Punjab RERA project registration fees (current)

The fee is set in Part A of the Schedule to the Punjab State Real Estate (Regulation and Development) Rules, 2017, as substituted by the First Amendment Rules, 2022. The rates are per square metre, and the promoter pays on the total area of the project land.

Extension and late fees

A normal extension of a project’s registration under Section 6 costs half the registration fee rate for the zone, under Rule 6 of the Punjab RERA Rules, 2017. The application must be made within three months before the registration expires. If the extension is sought because of force majeure, the rule says no fee is payable.

Longer delays cost more. Under RERA Punjab’s Circular 1 of 2025 (24 June 2025), an extension under Section 8, or permission for the registration to continue under Section 7(3), costs 100% of the registration fee rate for each year or part of a year. Since August 2026, RERA Punjab accepts extension applications online only. A promoter who applies late also pays a late fee at rates the Authority specifies. All of this is a good reason to register early and set a realistic completion date.

Documents for Punjab RERA project registration

Section 4 of the RERA Act lists what goes with the application. In practice, prepare:

  1. Promoter details: name, registered address, type of enterprise, PAN, and details of past projects.
  2. Audited balance sheets and financial statements for recent years.
  3. Land title documents and details of any encumbrances.
  4. All approvals: licence or permission to develop, change of land use where applicable, sanctioned layout and building plans, and the commencement certificate.
  5. Project details: location, number and type of units, carpet area of each apartment, amenities, and phase-wise development plan.
  6. Proposed completion date, which becomes a legal commitment.
  7. Names and addresses of the registered real estate agents, contractors, architect and structural engineer.
  8. A declaration by affidavit confirming, among other things, that 70% of amounts collected from buyers will go into a separate bank account and be used only for construction and land costs of that project.

Timeline and certificate

Under Section 5 of the Act, the Authority must grant or reject the registration within 30 days of receiving a complete application. If it does neither in that time, the project is treated as registered. Once registered, the promoter gets a registration number and login, and must post quarterly updates on the project’s progress on the RERA website. Our guide to the Punjab RERA QPR covers the due dates and the late fees that apply from 1 October 2026.

In reality, incomplete files are returned for correction, and each round restarts the clock. The fastest registrations are the ones where every approval is already in hand before the application is filed.

Penalty for skipping Punjab RERA project registration

Section 59 of the RERA Act sets a penalty of up to 10% of the estimated cost of the project for failing to register. If the promoter continues to ignore the order, the penalty is imprisonment of up to three years, or a further fine of up to 10%, or both. On a ₹40 crore project, the first penalty alone can reach ₹4 crore. The registration fee, by comparison, is usually a few lakh at most.

After registration: advertising and selling

Registration changes what your marketing must include. Every advertisement must carry the RERA registration number and the RERA website address, and you are liable for any false statement in an ad. Our guide to RERA advertising rules for Punjab builders covers exactly what to show.

It also changes how buyers find you. Informed buyers now check the RERA portal before they call, using steps like those in our Punjab RERA verification checklist. A clean, complete RERA page with quarterly updates is part of your sales pitch.

And it sets your launch date. Since ads cannot run before registration, the gap between applying and approval is the right time to prepare creatives, landing pages and audiences, so the campaign goes live the day the number arrives. The sequence is set out in our guide to real estate pre-launch marketing.
