Haryana RERA Agent Registration 2026: Fees, Documents and Process

Last updated: 14 October 2026

Haryana RERA agent registration costs Rs 50,000 for an individual or sole proprietorship and Rs 2,50,000 for a partnership, company or any other entity. Those fees have applied since the Haryana Real Estate (Regulation and Development) Amendment Rules, 2024 were published on 16 May 2024. The registration is valid for five years, and renewal costs Rs 10,000 for individuals and Rs 50,000 for firms.

Many websites still quote the old Rs 25,000 fee from the 2017 Rules. That figure is out of date. This guide gives you the current fees, the documents, the step-by-step process with HRERA Gurugram and HRERA Panchkula, and what happens if you deal in registered projects without registering.

The fees are set in Schedule II of the Haryana RERA Rules, which was replaced by the 2024 amendment (Notification No. 14069, Town and Country Planning Department, 16 May 2024).

Type of agentRegistration feeRenewal fee
IndividualRs 50,000Rs 10,000
Sole proprietorship firmRs 50,000Rs 10,000
Partnership, LLP, company, society or other entityRs 2,50,000Rs 50,000

A few smaller charges sit around these, based on HRERA Gurugram’s published checklist and its standard fee regulations:

The old Rs 25,000 and Rs 5,000 figures still appear in the 2017 Rules PDF and on many consultant sites. If someone quotes you those numbers, they are working from the pre-2024 schedule.

Two authorities: Gurugram and Panchkula

Haryana has two RERA authorities. HRERA Gurugram covers the whole of Gurugram district, as notified by the state on 14 December 2017. HRERA Panchkula covers the rest of the state, including Faridabad, Sonipat, Panchkula, Karnal, Hisar and every other district.

You apply to the authority that covers your place of business. Gurugram applications start on the hareraggm.gov.in portal. Panchkula applications start on haryanarera.gov.in. Registration is a Haryana registration, not a city one, but it does not cover other states. If you sell projects in Punjab too, you need a separate Punjab RERA registration. Our guide to Punjab RERA agent registration covers that side, where the fee is Rs 10,000 for an individual.

If you work in both Gurugram and the rest of Haryana, ask the authority you apply to whether its registration is accepted for projects under the other authority before you take on those listings.

Documents for Haryana RERA agent registration

HRERA Gurugram’s checklist asks for these documents to be uploaded with Form REA-I:

  1. Brief details of the enterprise: name, registered address and type (individual, proprietorship, partnership, company, society).
  2. Particulars of registration, such as the partnership deed, memorandum and articles of association or bye-laws, as applicable.
  3. Name, address, contact details and photograph of the agent, or of every partner or director for an entity.
  4. Authenticated copy of the PAN card.
  5. Authenticated copy of the address proof of the place of business. The checklist says this address should be commercial, not residential.
  6. Any other documents the regulations specify.

HRERA Panchkula’s online user manual for agents also lists a photograph, PAN card, Aadhaar card, educational certificate and address proof of the place of business. Keep scanned copies ready before you start, because the form asks for them in one sitting.

Step-by-step process

The steps below follow HRERA Gurugram’s published procedure. Panchkula’s online flow is similar, with its own portal.

  1. Sign up as an agent on the authority’s portal and create your login.
  2. Fill Form REA-I online and upload the documents listed above.
  3. Pay the fee online, or by demand draft in favour of “Haryana Real Estate Regulatory Authority” as the portal directs.
  4. Submit a hard copy. Gurugram asks for one set of Form REA-I with all documents in a cobra file at the HARERA reception desk.
  5. Scrutiny. If the file is complete, the Authority issues the registration certificate in Form REA-II.

Under Rule 10 of the Haryana RERA Rules, the Authority has to grant or reject the application within 30 days. If there are defects, it can give you 30 days to fix them. A rejection comes in Form REA-III. Builders registering a project pay a separate, area-based fee; our guide to RERA registration fees in Haryana covers that side.

Validity and renewal

The registration is valid for five years (Rule 10(4)). To renew, apply in Form REA-IV within the three months before expiry, with the renewal fee and updated documents. A renewal is also valid for five years.

HRERA Gurugram’s renewal checklist asks for more than the first application did:

That transaction register is a good reason to keep clean records from day one. Rebuilding a quarter of deals from WhatsApp chats is painful.

Haryana is five times more expensive for an individual. For a broker working the Tricity belt on both sides of the border, budget for both.

Why builders now check your registration number

Registration is not only a legal box. HRERA Gurugram’s quarterly progress report format asks builders to list their channel partners along with each partner’s HARERA registration number. A builder who files properly cannot take an unregistered broker on board without it showing up in the report. Expect more developers to ask for your certificate before they share inventory or sign a channel partner agreement. Our guide to channel partner commission in real estate explains how those agreements usually work.

Duties after registration, and the penalty for skipping it

Section 10 of the RERA Act sets the duties of a registered agent. You must not facilitate the sale of any unit in a project that is not registered with the Authority, you must keep books of account and records, and you must not make false or misleading statements about a project, including in advertisements. Every ad for a registered project needs its RERA number. See our guide to RERA advertising rules for what that means for your posts and ads.

Section 62 sets the penalty for an agent who fails to register under Section 9 or breaks Section 10: Rs 10,000 for every day the default continues, which can add up to five percent of the cost of the plot, apartment or building whose sale was facilitated.
