Property Dealer Licence Haryana 2026: Fees, Documents and How to Apply

Last updated: 14 October 2026

A property dealer licence Haryana costs Rs 2,000 in government fees, for a fresh licence or a renewal, whether you apply as an individual or as a company. You apply through an e-Disha or CSC centre or the District Revenue Office, your file goes for police verification, and the District Revenue Officer issues the licence. Late renewal costs Rs 500 a month for an individual and Rs 1,000 a month for a company.

The licence comes from the Haryana Regulation of Property Dealers and Consultants Act, 2008 and its 2009 Rules. It is separate from RERA agent registration, and many dealers need both. This guide covers the fee, eligibility, documents, process and penalties, based on the Haryana government’s e-Disha service instructions.

Who needs a property dealer licence in Haryana

The 2008 Act regulates anyone who earns commission by dealing in property: buying, selling or renting land, houses, plots, shops and flats on behalf of others, or advising on such deals. Under Section 4 of the Act, applications for grant and renewal of the licence go to the Collector of the district. In practice the e-Disha instructions route the file through the District Revenue Officer (DRO).

If you only sell inventory in RERA-registered projects, you also need RERA agent registration. If you handle resale flats, rentals, agricultural land or old plots outside RERA projects, the dealer licence is the permission that covers that work. A typical broker who does both kinds of deals needs both.

Property dealer licence Haryana: fees in 2026

These are the fees in the Haryana Revenue Department’s e-Disha service instructions for the property dealer licence:

ItemIndividualCompany or firm
Fresh licenceRs 2,000Rs 2,000
RenewalRs 2,000Rs 2,000
Late fee for renewalRs 500 a monthRs 1,000 a month
e-Disha or CSC service chargeRs 30Rs 30

The government fee is paid by treasury challan under the head Miscellaneous-0030-01-800-99-51 (Stamps and Registration), and a copy of the challan goes to the DRO office. Consultants who handle the paperwork charge their own fee on top, so ask for a written breakdown that separates the Rs 2,000 government fee from service charges.

Compare that with RERA: Haryana RERA agent registration costs Rs 50,000 for an individual since May 2024. Builders pay a separate project fee on top, which our guide to RERA registration fees in Haryana breaks down. The dealer licence is cheap. The paperwork is the real cost.

Eligibility

The e-Disha instructions set two basic conditions. The applicant must be at least 21 years old at the time of applying, and must not be bankrupt, insolvent or of unsound mind. Gurugram advocates summarising Rule 3 of the 2009 Rules add that serving central or state government and public sector employees are excluded, and that residence, business premises and solvency details are examined.

Documents for an individual applicant

The e-Disha checklist lists these for an individual:

  1. PAN card.
  2. Tax registration copy (the checklist still says service tax; today this means your GST registration if you have one).
  3. Affidavit attested by the Tehsildar.
  4. Office proof: lease deed or sale deed of the office.
  5. Character certificate attested by a Gazetted Officer.
  6. ID and address proof.
  7. Two guarantors who themselves hold a property dealer licence, with their passport photos and ID.
  8. Four photographs.

The guarantor requirement surprises many first-time applicants. Line up two licensed dealers who will sign for you before you start.

Documents for a company or firm

For a private limited company, limited company or firm, the checklist asks for:

Scanned copies must be made from the original documents, in colour.

How to apply for a property dealer licence in Haryana

The e-Disha workflow runs like this:

  1. Fill the application and submit it at a CSC, an e-Disha centre or the DRO office, with the scanned documents.
  2. Police verification. The DRO office sends the file to the police for verification.
  3. Pay the fee. After verification, deposit the Rs 2,000 fee by challan and submit the challan copy to the DRO office.
  4. Licence issued. The DRO issues the licence, and the certificate carries a facsimile signature.
  5. Download. You or the centre operator can download the certificate using the transaction ID.

Police verification can be the slowest step. Keep your character certificate and address proof consistent, because mismatches send the file back.

Validity, renewal and penalties

The licence is issued for five years under the 2009 Rules and can be renewed for further five-year periods, according to Gurugram advocates who summarise Rule 7. Confirm the validity printed on your certificate and diary the renewal well in advance. Renewal costs another Rs 2,000, and every month of delay adds Rs 500 (individual) or Rs 1,000 (company).

Dealing without a valid licence is an offence under Section 17 of the Act. The same advocates summarise Section 17(2) as a base penalty of Rs 50,000 for an individual and Rs 1,00,000 for a society, company or organisation, with higher amounts for repeat violations after the 2025 Jan Vishwas changes. Read the current text of the Act or ask a lawyer before you rely on those numbers.

After the licence: getting found

A licence lets you trade. It does not bring buyers. Most dealers who get their paperwork right still rely on word of mouth and a few portal listings. A Google Business Profile with your licensed office address, real photos and reviews is the cheapest next step. Our guide to local SEO for real estate walks through it, and real estate marketing for brokers covers paid options when you are ready to spend.
