Punjab RERA QPR 2026: Due Dates, Late Fees and What to File

Last updated: 1 October 2026

The Punjab RERA QPR (quarterly progress report) is the update every registered promoter must upload for each project within 15 days after a quarter ends. From 1 October 2026, a late QPR costs Rs 500 for every day of delay, up to 30 days. Beyond 30 days, the Authority can start proceedings under the RERA Act. The next deadline is 15 October 2026, for the July to September quarter.

This guide covers what the Punjab rules ask you to upload, the exact due dates, the new late fees from Circular 1 of 2026, and a simple routine so your project never pays them.

What the Punjab RERA QPR is

Section 11(1) of the Real Estate (Regulation and Development) Act, 2016 requires every promoter to keep the project’s webpage on the RERA website updated. Punjab’s rules turn that duty into a quarterly filing. Rule 15 of the Punjab Real Estate (Regulation and Development) Rules, 2017 says the promoter shall upload the updates on the project webpage “within fifteen days from the expiry of each quarter”.

In practice, builders, colonisers and their consultants call this the QPR or the quarterly return. Punjab RERA’s own circular calls it the “Quarterly Return”. It is filed online, project by project, from the promoter’s login on the RERA Punjab portal.

What you must upload every quarter

The Punjab rules list what goes into the quarterly update. In plain words:

The form is not the hard part. The data sits with three different people: sales has the booking list, the site engineer has progress photos, and the accounts team has the bank figures. Collect all three in the first week after a quarter ends and the filing takes an afternoon.

Punjab RERA QPR due dates

The quarter follows the financial year. Here are the four deadlines that follow from the 15-day rule:

QuarterPeriod coveredQPR due by
Q11 April to 30 June15 July
Q21 July to 30 September15 October
Q31 October to 31 December15 January
Q41 January to 31 March15 April

The Q2 return due on 15 October 2026 is the first one under the new late-fee regime. If your portal dashboard ever shows a different date for a specific project, follow the portal and keep a screenshot.

The new late fee from 1 October 2026

On 27 July 2026, the Real Estate Regulatory Authority, Punjab issued Circular 1 of 2026 under Regulation 33 of its General Regulations, 2017. It sets late fees for promoters who file late, effective 1 October 2026:

FilingLate feeCap on the fee periodAfter 30 days
Quarterly return (QPR)Rs 500 per day30 days (maximum Rs 15,000)Proceedings under the RERA Act, in addition to the fee
Audited annual statement of accounts (Form-5)Rs 1,000 per day30 days (maximum Rs 30,000)Proceedings under the RERA Act, in addition to the fee
Filed on timeNo late feeNot applicableNot applicable

The money is the smaller risk. The circular says that when a delay crosses 30 days, the promoter is liable for “initiation of appropriate proceedings” under the Act. Section 61 of the Act allows a penalty of up to 5% of the estimated project cost for contravening its provisions. That is why a missed QPR on a large project is a board-level problem, not a clerical one. You can read the circular on the RERA Punjab public notices page.

Form-5: the annual filing that sits next to the QPR

The General Regulations add a second, yearly upload. Along with the quarterly updates, the promoter must upload an annual report on statement of accounts in Form-5. It must be certified and signed by the chartered accountant who is the statutory auditor of the promoter’s business.

Form-5 confirms how money from buyers was used and withdrawn from the project’s separate RERA account. The declaration promoters sign at registration commits them to get the accounts audited within six months after the end of every financial year. Under the new circular, a late Form-5 costs Rs 1,000 a day, twice the QPR rate.

One point catches promoters out. The CA who certifies withdrawals from the project account during the year should be a different entity from the statutory auditor who signs Form-5. Plan for two CAs, not one.

How to file the QPR on the RERA Punjab portal

The exact screens change from time to time, but the flow has stayed the same:

  1. Log in to the promoter account on the RERA Punjab website.
  2. Open the registered project and choose the quarterly update option.
  3. Enter the booking and parking numbers as on the last day of the quarter.
  4. Update construction status for each building and the common areas, with photographs where the form asks for them.
  5. Update the status of approvals, and upload any new approval letters.
  6. Submit, then save the acknowledgement as a PDF in the project file.

If you run several projects, file each one separately. A late return on one project does not become on time because another project was filed early.

A routine that keeps you out of the late-fee window

A deadline is easy to miss when the data arrives on day 14. This routine fixes that:

Put the four dates in a shared calendar for the year now. It costs nothing and removes the single biggest cause of late filing.

Why your QPR is also a marketing document

Here is a point that is easy to miss. The QPR feeds the public project page that buyers and their lawyers check before booking. A page that shows recent construction photos and a steady booking count reads as a live, healthy project. A page last updated two quarters ago reads as a stalled one, and serious buyers notice.

The same discipline matters for your ads. Since 2017 every project advertisement must carry the RERA registration number and the authority’s website address. Who files: promoter, consultant or CA?

The legal duty sits with the promoter. Some builders hand the filing to a RERA consultant, and that works well as long as someone in-house checks the numbers before submission. The booking count and construction status are statements made by the promoter. If they are wrong, the consultant’s name is not the one on the project.

Agents and channel partners selling the project do not file QPRs. They have their own registration duty, covered in our guide to Punjab RERA agent registration.

FAQ: Punjab RERA QPR

What is the due date for the Punjab RERA QPR?
Within 15 days after each quarter ends, under Rule 15 of the Punjab RERA Rules, 2017. That means 15 July, 15 October, 15 January and 15 April. The July to September 2026 return is due by 15 October 2026.

What is the late fee for a delayed QPR in Punjab?
From 1 October 2026, Rs 500 per day of delay, for up to 30 days, under RERA Punjab Circular 1 of 2026. If the delay goes past 30 days, the Authority can also start proceedings under the RERA Act.

What is Form-5 in Punjab RERA?
Form-5 is the annual report on statement of accounts for the project, certified by the promoter’s statutory auditor. It is uploaded once a year, and from 1 October 2026 a late Form-5 attracts Rs 1,000 per day for up to 30 days.

What information goes into a Punjab RERA quarterly update?
Units or plots booked, garages and covered parking booked, construction status of each building and common areas, and the status of approvals received and pending, all as on the last day of the quarter.

Is a QPR needed if no units were sold that quarter?
Yes. The duty is to update the project page every quarter, so a quarter with no new bookings still needs a filing showing current construction and approval status.

The short version

The Punjab RERA QPR is due within 15 days after every quarter. From 1 October 2026 a late QPR costs Rs 500 a day and a late Form-5 costs Rs 1,000 a day, each for up to 30 days, after which the Authority can start proceedings. Collect bookings, photos and account figures in the first week, file by day 7, and treat the public project page as part of your sales pitch.
