Land Demarcation in Punjab 2026: Nishandehi Process and Boundary Disputes

Almost every long-running land dispute in rural Punjab starts the same way. Someone builds a wall. Someone else says the wall is two feet inside their field. Neither can prove it, because nobody has ever had the boundary formally marked on the ground.

The official remedy is land demarcation in Punjab, known locally as nishandehi. It is the process by which the revenue authorities physically identify your boundary using the government's own maps and records, rather than by argument.

What nishandehi actually is

Demarcation is not a survey that decides who owns what. It is the exercise of translating what the revenue record already says onto the physical ground.

That distinction matters enormously, and misunderstanding it is why people come away disappointed.

If your real complaint is that the record is wrong, demarcation is not your remedy. You need a correction of the record, or a civil suit, and no amount of measuring will substitute for it.

When you actually need it

The second one on that list is the cheapest thing on this page. Getting the boundary marked before construction costs a fraction of demolishing a wall afterwards.

Who does the work

Demarcation is a revenue function, and the roles are worth knowing because people routinely approach the wrong person.

Routing the application through the revenue officer rather than approaching the patwari directly is the whole point of the formal process. A measurement done informally, with no order, no notice and no record, has no standing when the dispute escalates.

The maps the whole thing rests on

Punjab demarcation works off the village revenue maps, principally the shajra kishtwar, the field map showing every khasra parcel in the village with its dimensions.

The Kanungo works from fixed reference points in that map and measures outward to locate your parcel. This is why demarcation of a single field in isolation is rarely meaningful: the measurement has to be tied back to established points, which often means measuring across neighbouring parcels too.

It also explains why neighbours must be given notice. A boundary cannot be fixed on one side only.

How to apply for land demarcation in Punjab

  1. Get your current fard. You need an up to date copy of the record of rights showing your holding, khasra numbers and area.
  2. Apply to the revenue officer for the area. Punjab operates a Land Demarcation Application System, listed on the National Government Services Portal, which allows the application to be submitted online to the Circle Revenue Officer and marked to the concerned kanungo.
  3. Pay the applicable charges. The online system also supports payment of facilitation charges. Confirm the current amount at the time you apply.
  4. Wait for the order and the date. The officer passes an order and a date is fixed for the field visit.
  5. Ensure notice reaches the neighbours. Demarcation carried out without adjoining holders being called is easy to attack later.
  6. Attend on the day, with your documents, and be present throughout the measurement.
  7. Get the report and the spot memo. The field memo prepared at the site and signed by the parties present is the document that matters. Collect a copy.

On the day: what to have with you

That last point sounds trivial and regularly causes a wasted visit.

If you disagree with the outcome

A demarcation result is not the last word, and it should not be treated as one.

The first of those is free and takes thirty seconds. People skip it constantly and weaken their own case.

Frequently asked questions

How long does land demarcation in Punjab take?
It varies by tehsil and by workload. Delays usually come from fixing a date on which all parties can be present, rather than from the measurement itself.

Can I get demarcation done for urban plots?
The revenue demarcation process is oriented to land held on the revenue record. For plots in approved urban colonies, the sanctioned layout plan held by the development authority or local body is usually the relevant reference.

Does the neighbour have to agree?
No, but they must be given notice and an opportunity to be present.

What if my land measures less than the fard says?
That is a common and serious finding. It may reflect encroachment, an error in the record, or historic imprecision. The demarcation report is your starting evidence, not your conclusion.

Can demarcation be done without the owner present?
You are strongly advised to attend. Boundaries fixed in your absence are much harder to contest afterwards.

What land demarcation in Punjab costs

There is no single statewide figure, and you should be wary of any article that prints one.

The charges for land demarcation in Punjab are set administratively and depend on the area of the holding, the number of parcels involved and the district. The online application system supports payment of facilitation charges at the time of applying, which is the most reliable place to see the current amount for your own case.

Budget separately for the practical costs nobody quotes you: obtaining an up to date fard before you apply, labour to clear boundaries and provide access on the day, your own time since attending in person is strongly advisable, and a second visit if the first is adjourned because a party did not appear.

Against the cost of a boundary dispute, or of demolishing a wall built two feet inside a neighbour's field, land demarcation in Punjab is among the cheapest insurance available to a landowner.

The practical takeaway

File the application properly, make sure the neighbours are called, turn up on the day with your records and clear access, and never sign a spot memo you disagree with.

And do it before you build, not after.

This article describes the general process. Procedure, charges and timelines are set by the revenue authorities and can vary by district. Confirm current requirements with the office of the Tehsildar or Circle Revenue Officer for your area.
