EDC Charges in Haryana 2026: Rates by Zone, IDC and What They Add per Sq Ft
Last updated: 14 October 2026
EDC charges in Haryana went up by 10% on 1 January 2026. In Gurgaon, the hyper potential zone, EDC is now Rs 549.632 lakh per gross acre for a group housing colony at 400 persons per acre and Rs 137.408 lakh per gross acre for a plotted residential colony. Under a Haryana Cabinet decision of 28 December 2024, EDC rose 20% from 1 January 2025 and now rises another 10% every 1 January.
EDC (External Development Charges) pays for roads, water supply, sewerage and other services outside a licensed colony. IDC (Infrastructure Development Charges) pays for major state infrastructure. Developers pay both to the Town and Country Planning Department, and the cost ends up in what buyers pay, either inside the base price or as a separate line. This guide gives the official 2026 rates by zone, the IDC table, and a worked example of what they add per square foot.

EDC charges in Haryana from 1 January 2026
These rates come from the Town and Country Planning Department memo of 14 January 2026 (No. EDC-92/07/01/2025-2TCP), Annexure I. All figures are in Rs lakh per gross acre.
| Zone | Urban estates (examples) | Plotted residential | Group housing (400 PPA) | Group housing (300 PPA) | Commercial (1.75 FAR) |
|---|---|---|---|---|---|
| Hyper | Gurgaon | 137.408 | 549.632 | 412.224 | 641.695 |
| High-I | Faridabad, Sohna, Gwal Pahari | 123.667 | 494.669 | 371.002 | 577.526 |
| High-II | Sonepat-Kundli, Panipat | 96.186 | 384.742 | 288.557 | 449.187 |
| Medium | Ambala, Karnal, Kurukshetra, Bahadurgarh, Hisar, Rohtak, Rewari, Palwal and others | 82.445 | 329.779 | 247.334 | 385.017 |
| Low-I | Bhiwani, Fatehabad, Jind, Kaithal, Sirsa, Narnaul, Jhajjar and others | 68.704 | 274.816 | 206.112 | 320.848 |
| Low-II | Nuh, Taoru, Hathin, Hansi, Tohana and others | 54.963 | 219.853 | 164.890 | 256.678 |
The same annexure lists commercial at 1.5 FAR (for example Rs 549.632 lakh in Gurgaon), industrial and IT industrial rates. Panchkula district has its own table in the memo, with rates from 1 January 2026 of 39.204 for residential plotted, 126.324 for group housing and 87.120 for commercial.
How the 10% yearly increase works
The rule came from the Council of Ministers meeting of 28 December 2024:
- Existing EDC rates went up 20% from 1 January 2025 (memo dated 31 December 2024).
- From 2026 onwards, rates go up 10% every year on 1 January.
If the policy continues, Gurgaon group housing EDC would be about Rs 604.6 lakh per acre from 1 January 2027. That matters for any builder applying for a licence in the next few months, and for any dealer explaining why a new launch costs more than last year’s.

IDC: Infrastructure Development Charges
IDC is a separate charge, listed by TCP Haryana in Rs per square metre:
| Use | Hyper | High | Medium | Low |
|---|---|---|---|---|
| Residential | 500 | 375 | 250 | 70 |
| Institutional | 500 | 375 | 250 | 70 |
| Industrial | 250 | 190 | 125 | 35 |
| Commercial | 1,000 | 750 | 500 | 190 |
| Group housing | 625 | 460 | 320 | 90 |
For plotted development, IDC applies to the gross area of the licensed colony. For group housing, commercial, IT parks and IT cities, it applies to the permitted covered area on all floors.
What EDC and IDC add per square foot: a worked example
Take a group housing project in Gurgaon at 400 persons per acre, and assume an FAR of 1.75 for illustration.
- One acre is 43,560 sq ft. At FAR 1.75, that is 76,230 sq ft of FAR area.
- EDC of Rs 549.632 lakh divided by 76,230 sq ft is about Rs 721 per sq ft.
- IDC of Rs 625 per sq m is about Rs 58 per sq ft of covered area.
- Together: roughly Rs 780 per sq ft before the developer adds anything.
Real figures depend on the licence date, the sanctioned FAR, the density, and how much of the area is saleable. Many builders quote a base price “plus EDC/IDC”, others quote all-inclusive. The rate the developer actually paid depends on when the licence was granted, so treat this as an order of magnitude, not a quote.
Why this matters for builders and dealers
For a builder, EDC is one of the largest costs after land, and it is now indexed. Licence timing and phasing decide how much of it you pay at the newer rate. The quarterly progress report in Gurugram also asks you to report EDC and IDC payable, paid and in backlog, so the numbers are visible to the regulator every quarter.
For dealers and channel partners, EDC is one of the first questions a serious buyer asks. “Is EDC/IDC included?” decides whether two projects are even comparable. A price sheet that shows base price, EDC, IDC, PLC and parking separately saves a site visit spent on arguments.
For marketing, the safest ads quote a clear price and say what it includes. A headline price that leaves out EDC and IDC can feel misleading once the buyer sees the cost sheet, and RERA expects ads to be accurate. See our guide to RERA advertising rules, and our notes on site visit conversion for how pricing clarity affects closing.
Selling a Haryana project and losing buyers at the price sheet? Message us on WhatsApp. We build Google and Meta campaigns and landing pages for builders and channel partners that show pricing clearly, so the calls you get are from buyers who already know the numbers.
EDC in Punjab is different
Punjab sets its own EDC through its own rules and development authorities, with different rates and zones. For land use change and related charges in Punjab, use our Punjab CLU charges calculator. Do not apply Haryana’s per-acre table to a Punjab project, or the other way round.

How to check EDC on a project before you sell it
Before you quote a Haryana project to a buyer, or take it on as a channel partner, check the EDC position yourself instead of relying on the brochure:
- Licence number and date. The licence date tells you which EDC rate applied when the licence was granted.
- The quarterly progress report. In Gurugram, Form QPR-1 has a government dues section showing EDC and IDC payable, paid and in backlog. A large backlog is a question to ask the developer.
- The cost sheet. Confirm whether EDC and IDC are inside the base price or a separate line, and write that on every quote you send.
- The agreement. Check whether the agreement for sale lets the developer pass on any future increase in EDC to the buyer, and explain that clause before the buyer signs.
Ten minutes on these checks saves an argument at the booking table, and protects your reputation with the buyer if the numbers change later.
