Haryana RERA QPR 2026: Due Dates, Form QPR-1 and Penalties
Last updated: 14 October 2026
The Haryana RERA QPR (quarterly progress report) is due within 15 days of the end of every quarter: by 15 April, 15 July, 15 October and 15 January. Every promoter of a registered project in Haryana must upload it under Section 11(1) of the RERA Act and Rule 14(1)(d) of the Haryana RERA Rules, 2017. The QPR for the quarter ending 30 September 2026 was due by 15 October 2026. The next one, for the quarter ending 31 December 2026, is due by 15 January 2027.
This guide explains what goes into Form QPR-1, the three professional certificates you need, and what HRERA Gurugram has done to promoters who did not file.

Haryana RERA QPR due dates
| Quarter ends | QPR due by |
|---|---|
| 31 March | 15 April |
| 30 June | 15 July |
| 30 September | 15 October |
| 31 December | 15 January |
HRERA Gurugram’s Quarterly Progress Report Regulations, 2018 (No. 12/RERA GGM Regulations 2018, dated 5 December 2018) say the same thing in plain words: the report “shall reach before 15th of subsequent month after end of quarter”. The regulations apply to every registered project in Gurugram district. Projects in the rest of Haryana file with HRERA Panchkula on the same 15-day rule from the Rules.
What the Rules require you to update
Rule 14(1)(d) lists the updates a promoter must upload on the project’s webpage within 15 days of each quarter:
- Number and types of apartments or plots booked.
- Number of garages or parking spaces booked.
- Status of construction of each building, with photographs.
- Status of internal infrastructure and common areas, with photographs.
- Status of approvals: received, applied for with expected dates, still to be applied for, and any modifications to licences or permits.
What Form QPR-1 asks for
The Gurugram regulations add a detailed format, Form QPR-1, on the promoter’s letterhead. It is longer than most promoters expect:
| Section | What you report |
|---|---|
| 1. Particulars | Project, phase, licensed area, registration validity, quarter |
| 2. Financial progress | Estimated cost, projected vs actual spend, split into land, construction, infrastructure and EDC/IDC |
| 3. Status | Percentage completion and likely completion date for every tower, block or shop type, plus each infrastructure item |
| 4. Project account | Opening balance, receipts, spend and closing balance of the separate RERA account |
| 5. Government dues | EDC and IDC payable, paid and backlog |
| 6. Certificates | Architect, engineer and chartered accountant certificates |
| 7. Approvals | Approvals received during the quarter |
| 8. Miscellaneous | Channel partners with HARERA numbers, legal cases, sale report, latest marketing material and latest advertisement details |
The financial section asks a direct question: is the project on schedule as per actual expenditure? If not, you have to give the reason and how you will cover the backlog.

The three certificates
Each Haryana RERA QPR in Gurugram’s format is backed by three professionals:
- Architect’s certificate (Annexure 6-A): percentage of construction work done for each tower and each common facility, signed by an architect with Council of Architects registration.
- Engineer’s certificate (Annexure 6-B): cumulative cost incurred on construction and on internal and external development works.
- Chartered accountant’s certificate (Annexure 6-C): money withdrawn from the separate RERA account, and confirmation that withdrawals went only to land, construction and statutory dues.
Book these professionals for the first week after each quarter ends. The 15-day window is short once site photos, certificates and the sale report all have to line up.
The marketing part most promoters miss
Section 8 of Form QPR-1 asks for three things that sit with your sales and marketing team, not your site team:
- A list of channel partners, each with their HARERA registration number. Brokers who are not registered cannot be listed. Check every partner’s registration before you share inventory.
- Your latest marketing collateral (Annexure 8-A): brochure, price list and similar material.
- A copy of your latest advertisement details (Annexure 8-B).
In other words, HRERA sees your ads every quarter. Every ad must show the project’s RERA registration number and the Authority’s website, and must not promise anything the sanctioned plans do not support. Our guide to RERA advertising rules covers what to check before an ad goes live, and channel partner commission in real estate covers how partner deals are usually structured.

What happens if you do not file
The RERA Act gives HRERA wide powers. Section 61 allows a penalty of up to five percent of the estimated cost of the project for contravening the Act, and Section 63 covers failure to comply with the Authority’s orders. HRERA Gurugram has used these powers on missing quarterly updates:
- In January 2020, in proceedings over a promoter that had not uploaded its project webpage updates, HRERA Gurugram imposed a penalty of Rs 25,000 per day from 31 December 2019 for continued non-compliance, cumulatively up to five percent of the estimated project cost, and issued a show-cause notice on why the registration should not be revoked under Section 7.
- In February 2024, HRERA Gurugram publicly warned promoters who had not filed QPRs and annual audit reports that it could levy penalties, freeze their RERA accounts and attach their properties, as reported by the Hindustan Times.
There is also a softer cost. HRERA’s public list of registered projects shows a QPR status column, and projects that have not filed show “QPR not Uploaded”. Buyers and channel partners can see that before they ever call you.
Haryana vs Punjab QPR
| Haryana | Punjab | |
|---|---|---|
| Due | 15 days after quarter end | 15 days after quarter end |
| Late fee | Penalties under Sections 61 and 63, case by case | Rs 500 a day, up to 30 days, from 1 October 2026 |
| Yearly filing | Annual audit report | Form-5 annual report by a CA |
Punjab now has a fixed daily late fee. Our Punjab RERA QPR guide has the details for projects across the border.
