Property Dealer Licence in Punjab 2026: How to Become a Registered Dealer
Last updated: 20 September 2026
A property dealer licence in Punjab is really two registrations, not one. The first is an estate agent registration with your local development authority under the Punjab Apartment and Property Regulation Act, 1995 (PAPRA). The second is registration as a real estate agent with RERA Punjab under the central RERA Act, 2016. Which one you need depends on what you sell, and most full-time dealers end up holding both.
This guide explains both routes in plain terms: who needs which, what each one costs, the documents, and how to turn a new licence into an actual business. It ends with the question every new dealer asks next: how much commission can I charge in Punjab?

The two registrations behind a property dealer licence in Punjab
| PAPRA estate agent registration | RERA agent registration | |
|---|---|---|
| Law | Punjab Apartment and Property Regulation Act, 1995 | Real Estate (Regulation and Development) Act, 2016 |
| Issued by | Development authority for your area (GMADA, GLADA, PDA, BDA and others) | Real Estate Regulatory Authority, Punjab |
| Needed for | Carrying on business as an estate agent in Punjab | Selling units in RERA-registered projects |
| Fee | Set by the authority; Bathinda lists ₹2,950 plus a ₹10,000 bank guarantee | ₹10,000 individual, ₹50,000 firm or company |
| Validity | 5 years | 5 years |
Route 1: PAPRA estate agent registration
Section 21 of the Punjab Apartment and Property Regulation Act, 1995 says no person can carry on the business of an estate agent, or present themselves as one, except under a certificate of registration granted under the Act. The Act defines an estate agent as someone who negotiates or acts for a person in a property transfer, by sale, lease, mortgage or otherwise, and is paid commission for it. That is what a property dealer does.
The application goes to the competent authority for your area, which in practice is the urban development authority: GMADA for Mohali and its surroundings, GLADA for Ludhiana, PDA for Patiala, BDA for Bathinda, and so on.
What the authority checks (Section 22)
- That you have any qualifications the rules prescribe.
- That you have furnished a bank guarantee or security, which Bathinda Development Authority lists as ₹10,000 for estate agents.
- That you have an income tax clearance certificate.
- That you have not been convicted of an offence under the Act, or under any law on construction or use of premises, in the last five years.
Documents and fee
Bathinda Development Authority’s published procedure for new registration asks for the application form, a demand draft of ₹2,950 in favour of the competent authority, a bank guarantee of ₹10,000, and an affidavit that you have not been convicted by any court in the last five years. It commits to a decision within five working days. Other authorities follow the same Act and rules, but check the current fee and format with your own authority’s office before you prepare the draft.
Validity and renewal (Section 23)
The certificate is valid for five years. Renewal needs an application with the prescribed fee at least three months before expiry, and the Section 22 conditions must still be met.

Route 2: RERA agent registration
If you sell flats, plots or shops in any project registered with RERA Punjab, the central RERA Act applies on top of PAPRA. Section 9 of that Act bars an unregistered agent from facilitating a sale in a registered project, and the penalty under Section 62 can reach ₹10,000 per day. If you also deal across the border, the equivalent step in Haryana is covered in our guide to Haryana RERA agent registration. Haryana also has a separate state licence, set out in our property dealer licence Haryana guide.
The current RERA Punjab fee is ₹10,000 for an individual and ₹50,000 for anyone else, with renewal at ₹6,000 and ₹24,000, under the rules as amended in 2022. You apply in Form G with your business details, PAN, address proof and photographs, and the Authority decides within 30 days. Details are on the RERA Punjab website.
Which licence do you actually need?
- Resale flats, kothis and plots in older colonies only: the PAPRA registration with your development authority.
- New-launch projects registered with RERA: RERA agent registration, and in practice PAPRA as well.
- Land and colony plots from promoters: both. Promoters need to show registered agents, and buyers of colony plots are the ones most likely to check.
If you are unsure, register for both. The combined cost is a small fraction of the commission on a single deal, and it removes the question from every conversation with a builder or buyer.
How to become a property dealer in Punjab: the full sequence
- Set up the business. Decide proprietorship, partnership or company, and get a PAN in that name.
- Open a current account in the business name. Commission should come in by bank transfer, not cash.
- Get an income tax clearance certificate from the income tax department, since the PAPRA route asks for it.
- Register with your development authority under PAPRA.
- Register with RERA Punjab as a real estate agent.
- Register for GST once your turnover crosses the threshold. Real estate brokerage is taxed at 18%.
- Set up your office address, visiting cards and WhatsApp Business with both registration numbers on them.

Property dealer commission in Punjab
There is no government-fixed commission rate for property dealers in Punjab. Commission is a private agreement between you and your client. By common market practice, dealers in Punjab and the Tricity charge around 1% to 2% of the deal value, often from each side, with lower percentages on large land deals and flat fees on rentals, commonly one month’s rent.
Three practical rules protect you:
- Put the commission in writing before the site visit, not after the deal. Disputes almost always start with an unwritten rate.
- State whether GST is included. If you are GST-registered, 18% is added to your brokerage.
- Take commission by bank transfer and issue a receipt. It is your evidence if a client later disputes the amount.

Turning a property dealer licence in Punjab into a real business
The licence gets you permission to trade. It does not get you a single buyer. New dealers usually get their first deals from family and local contacts, then stall. The dealers who grow do three things early:
- Show up on Google. A verified Google Business Profile with your registration numbers, photos and reviews is free and brings local enquiries.
- Build trust in public. Buyers in Punjab are wary of fraud, and many now check a dealer before calling. Your registrations, a clear office address and honest listings answer the concerns covered in our guide to property fraud red flags in Punjab.
- Run small, focused ads. A modest monthly budget on Facebook or Google, pointed at one locality and one property type, beats listing everything everywhere. Our guide to real estate marketing for brokers explains how to start.

The short version
A property dealer licence in Punjab means a PAPRA estate agent registration with your development authority and, for RERA projects, a RERA Punjab agent registration. Both last five years. The PAPRA route needs a bank guarantee, an income tax clearance certificate and a clean record. RERA costs ₹10,000 for an individual. Commission is not fixed by law. Agree it in writing, and then put your energy into getting enquiries.
Based on the Punjab Apartment and Property Regulation Act, 1995, Bathinda Development Authority’s published estate agent procedure, and the RERA Punjab rules as amended in 2022. Fees differ between authorities and change over time; confirm with your development authority and RERA Punjab before applying.
